Arrow cut off saw (commercial made or homemade)
G5 squaring tool.
Fletching jig
Glue
If you do a search for arrow saws on here you will find many easy to make at home saws.

scotch bright pad- for ruffing up the shaft
acetone- to clean the shaft
some type of razor knife- to remove old fletchings and glue
fletching jig- arizona easy fletch http://www.bowhunting.net/evaluation/2004/ArizonaEZ-Fletch.html
glue-

i use hot glue for my inserts so i also have a small torch to heat the insert and glue up

i use this saw to cut my shafts and have just made a jig to go with it so i get a square cut

G5 squares the end of the shaft after cutting. Can also be used to square the insert Once it is glued into the arrow) if needed.
