one of my pics of a goat has a couple of blurry spots due to some water smudged on the camera. is there a program or anything to do to dilute it.

The GNU Image Manipulation Program, or GIMP as it is commonly knows is a free (so you don't need to pay $300 odd dollars for photoshop), very powerful program that you could use to do it. It also has a heap of free tutorials (just type gimp tutorials into google) that will teach you how to use it. It can be downloaded from here http://www.gimp.org/

It will still take a bit of time and effort though.
